Fusion Global HR: Unable to find new hire in Person Management (Doc ID 2700169.1)

Customer is not able to find a new hired person in Person Management page, but if they check in Transaction Console the person is present.
They also tried to re-hire this employee, but the following error occurs:

An application error occurred. See the incident log for more information.

An application error has occurred. your help desk can use the following information to obtain a more detailed description of this incident 31. Server Domain: FADomain, Server Instance: UIServer_as5_03, Application Name: ORA_HCM_UIAPP.
