Symptoms
When we navigate to the Goals page of a worker, we see the message "Approvals are in progress. Info is Locked." and we can't Add or Edit any goal.
This could happen as well for the Development Goals displayed on the Career Development page. If you are facing this issue with Development Goals, then the solution provided below applies as well to that scenario. Just consider that when we say "Goals page" it means the Career Development page, in case of Development Goals and when we say "Goal Plan" it means Development Plan, in that case.
