Visual Builder Application Not Loading Properly In IE 11 Browser (Doc ID 2701833.1)

Goal

Application works fine in Google Chrome, Mozilla Firefox and Micrsoft Edge browsers but it does not work properly in IE (Version 11.959) and reports the following error in browser console:
Unable to process binding "_ojCustomElement: function(){return{composite:o.composite}".
