UI: Cycle Count Adjustment Rule

Goal

Business requirement is to have cycle counts auto-approved based on either one of the following thresholds:

"Adjusted cost is below 300" OR "Adjusted quantity variance is below 50% of expected quantity".
When setting up the CC approval rule details with these 2 auto-approval rules in sequence (see screenshot), this is the expected behaviour upon a CC performed:

1. Check the first approval rule line.

2. If the adjustment leads to a result above tolerance of first rule line then manual approval is required.
If the adjustment leads to a result below tolerance of first rule line then check the second approval rule line.

3. If the adjustment leads to a result above tolerance of second rule line then manual approval is required.
If the adjustment leads to a result below tolerance of second rule line, only then auto-approve the adjustment.

Instead, the system is auto-approving the CC adjustment directly after evaluating the tolerance of the first rule line without considering the second rule line.
Could you please explain how to setup 2 different cost and quantity based criteria in the same approval rule then ?
