Symptoms
ACTUAL BEHAVIOR
---------------
You create a SOA instance. The Resource Manager Stack (RMS) is successfully created and activated but there is no corresponding job in the Jobs block.
EXPECTED BEHAVIOR
-----------------------
There should be a terraform job with the details of instance creation.
