Goal
The format of Comment or text box (from goals, performance documents and others) is RTF.
Rich text It supports text formatting, such as bold, italics, and underlining, as well as different fonts, font sizes, and colored text.
Rich Text format doesn’t allow HTML attributes.
Most of the ASCII control characters below 32 are invalid in xml, if copied, it may lead to different issues in UI and approval process
Therefore, pasting from externally formatted documents from a rich text editor is not supported and might lead to different issues. Example: Copy some unsupported HTML tags.
