User are Unable to Create Clearance Reset

Information in this document applies to any platform.
User are unable to create a clearance reset via the UI as there is no option
Steps to reproduce:
1.Create a New Clearance Group.
2.Add > Add Reset.
3.Add Item and Locations.
4.Define Effective Date and see that it is not possible to select a Markdown Level.
