When Reuploading Item_loc_soh Files Through Data Conversion Tool, ITEM_LOC_SOH.SOH_UPDATE_DATETIME Is Not Getting Updated

When reuploading item_loc_soh files SOH_UPDATE_DATETIME is not getting updated.
Steps To Recreate:
1.First the item_loc_soh file has been uploaded.
2.On weekend , Sales transactions has been performed which updated snapshot quantity.
3.Reupload item_loc_soh files through Data ConversionTool.
Check ITEM_LOC_SOH table .SOH_UPDATE_DATETIME is not getting updated.
