Expense Report Cannot Be Reassigned to Another Auditor (Doc ID 2705074.1)

Goal

Expense Report was returned by the auditor. The auditor is no longer with the company.
The new auditor navigates to Manage Expense Reports and tries to click on the Assign button to assign it.
However the Assign button is disabled and the new auditor cannot complete the report.

Why is the new auditor unable to "assign" the report?
