Config Text Attributes have an Automatic Tooltip in JET UI (Doc ID 2705475.1)

In JET Config, the text attribute input fields have an automatic tooltip which always shows a popup message saying "Enter 256 or fewer characters."

It's expected that this popup would not always show or could be turned off.
