Goal

Users cannot download PO PDFs due to error:
The file was not downloaded or was not downloaded correctly.

Reproduce by steps:

1.  Procurement

2.  Manage Orders

3.  Select an existing PO to view

4.  Click View PDF button

5.  Error displays: The file was not downloaded or was not downloaded correctly.
