Run All Participant Processes For Terminating The Participants Based On HCM Update Is Not Picking Up All Terminated Employees (Doc ID 2705859.1)

Symptoms

There are 800+ terminated employees but the Collect Participant job only picking up the same 10 employees to terminate.

STEPS
1. Create Employees in HCM
2. Import the participants into Incentive Compensation
    Participant Assignments > Import Participants
3. Enable collecting terminated employees in Manage Parameters
    Setup and Maintenance > Sales : Incentives > Manage Parameters
          Enable Participant Termination Processing = Yes
       * Period End for Compensation End Date = Number of periods after active end date
       * Periods = 1
       * Plan Assignment End Date = Active End Date
       * Payment Plan Assignment End Date = Active End Date
4. Terminate Employee in HCM
    Users and Roles > Personal and Employement > Resignation
       Notification Date = 12/16/19
       Termination Date = 12/27/19
5. Submit process via Participant Assignments > Run All Participant Processes
    Parameters :
       Get Participants ( only )
       Business Unit = IC Demo BU
       HCM Updates = Import

 Request log ( 311467.log ) shows :
