Why Does Clickonce P6 Professional Not Upgrade Automatically

For OCI customers, after an environment is upgraded, P6 Professional should automatically be upgraded when the user launches P6 Professional.
If the auto-upgrade does not occur, the solution below should be followed.
When P6 Professional does NOT automatically upgrade, the end user initially receives message "DATABASE VERSION MISMATCH. Expects database version: PMDB,XXXX.XXXX.XXXX, but found database version: PMDB,XXXX.XXXX.XXXX".
