Symptoms
Segment cannot be edited in Key Flexfield Structure Instance.
ERROR

You can't change the value set assigned to the segment because a ledger has already been created with this chart of account.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Setup and Maintenance ->Manage Chart of Accounts Structure Instances-> Edit segment and change the value set.
