Digit Grouping Symbol In Non-English Language for Business Intelligence Report Is Not Displaying As Configured (Doc ID 2706938.1)

Symptoms

Primavera Unifier Any Version with Business Intelligence (BI) Publisher Any Version

When Using English Language setting for Region Format Number set to decimal (.) and Digit Grouping Symbol set to comma (,) this is as expected, and when running the BI Publisher Report the output is as expected.
However, the same setting for Espanol/Spanish Language, even though the setting for the "Digit Grouping Symbol" is set to comma (,) and Decimal has a decimal point (.) the report is reversing the two symbols.

Note: Depending on Language Settings the Report output in the different languages my have differing results.
