Refresh Date Is Not Populating For OrgHier (Doc ID 2706949.1)

Goal

When running OrgHier_Fnd_ProcessFlow_From_RMS, users are not seeing RefreshDate in OCDS is getting populated.

Steps to recreate:
1. Execute OrgHier_Fnd_ProcessFlow_From_RMS job.
2. Notice that OCDS_TXN.ORG_HIER is populated.
3. Notice that OCDS_TXN.REFRESH_DATE is not populated for entity "ORG_HIER".
