Cubing During Wave Does not Fit The Containers Into The Type Large Container First But The Small Container Type (Doc ID 2707229.1)

Symptoms

When running the Wave with cubing, the wave is assigning the items to Small1 container type but we expect it to be assigned to Large1 container type. This is causing logistic issues as it creates additional containers when they can fit more items into a bigger container.
