Goal

Enable the Static Content Manager functionality. The Static Content feature enables a Commerce Cloud client developer to place arbitrary static files and directories into a purpose-built folder in the VFS using DCU.
A developer can replace the contents of the store index.jsp by uploading a customized Freemarker template.

Note: this this feature will affect all sites the same - there is no concept of a site specific Freemarker template
