Symptoms

RTV_QTY in ITEM_LOC_SOH gets updated incorrectly after the shipment.

Steps to reproduce:
------------------
1. Ship a RTV.
2. Make sure there is more than one occurrence of the same item in the shipment.
3. Check ITEM_LOC_SOH. Note the RTV bucket is not updated correctly.
