On : 11.13.20.04.0 version, Global Payroll

ACTUAL BEHAVIOR
---------------
Scheduled HCM Extracts are not running and got stuck

EXPECTED BEHAVIOR
-----------------------
HCM Extracts working normally as scheduled

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. HCM Extracts being scheduled;
2. Suddenly did not trigger and showing status as scheduled.

HCM Extracts are not running as per schedule and user have to run manually.
