ACTUAL BEHAVIOR
---------------
Attempting to enter data for mainland China employees,
set Expatriate field to 'No', and then Citizen Identification number is becoming mandatory

EXPECTED BEHAVIOR

You can enter data for mainland China candidates by making the citizen identification number optional, even when the Expatriate field is set to No.

STEPS

The issue can be reproduced at will with the following steps:
1. enter data for mainland China employees,
2. set Expatriate field to 'No', and then Citizen Identification number is becoming mandatory
