ACTUAL BEHAVIOR
---------------
After the most recent update to Fusion, when a transfer is done within the Country, it is creating 2 Global Transfer and 1 Salary Change Life events. This is different than before the update as it would only create 1 Global Transfer event.
EXPECTED BEHAVIOR

Only 1 Global Transfer event should be triggered.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Transfer an employee within the country
2. Check the benefits after the transfer
3. See that 2 Global Transfer and 1 Salary Change events have been created.
BUSINESS IMPACT
-----------------------
This is causing an issue with the employees having extraneous life events that are not needed.
