Blockchain Console and REST API Call Fail with "504 - Gateway timeout error" (Doc ID 2709749.1)

Symptoms

Cannot access the Blockchain console or the REST API from client. When accessing the the REST API using $REST_PROXY/restproxy1/bcsgw/rest/v1/transaction/query using client POSTMAN tool getting the "504 Gateway Time-out" like below response after waiting for almost 1 minute:
