On : 11.13.20.07.0 version, UK - United Kingdom Legislation

ACTUAL BEHAVIOR
---------------
Having run the Full Payment Submission (FPS) process noticed that the values reported for 165 - Tax Deducted or Refunded output do not balance with the Gross to Net report.
Dour people are all receiving Tax refunds but the FPS audit report displays the PAYE YTD (Year to Date) values as zero.

STEPS

The issue can be reproduced at will with the following steps:
1. Run the Full Payment Submission for TYE 2021
2. 4 people have tax refunds computed in payroll, but the FPS audit report displays the PAYE YTD (Year to Date) values as zero.
