Error SVC_AP_DISCARD_ACTION_PLAN_ERR-SVC-5295299 Deleting an SR with action plans
The customer is facing the following when attempting to delete an SR in HR Help Desk. The SR has an action plan added, and the action plan status is 'Completed'. The error is happening with all users. The customer is able to delete SR that doesn’t have action plans added.

Replication Steps:
1. Edit an existing with completed action plan.
2. Delete the SR.
