Allocated check list spotlight is not showing from Person Management page

Steps to reproduce
1. Login to application
2. Click person management under my client groups
3. Search person and click spotlight(Orange three dots) of one person

Issue - Allocate Check list is not showing up.

Note: it is not visible for all.
Role: they have custom Line Manager and HR Specialist role

Additional Note: It is visible from Line Manager and My Client groups Quick Action, Not Visible only from Person Management
