Problem Description:

When an agent accesses the job requisition via email, the Create Job Application on Behalf of Candidate option is not available.

The issue can be reproduced at will with the following steps:

1. Create and post a job requisition and invite Agencies.
2. Agent receives an Email on the above requisition.
3. Click on the Requisition link in the Email, Click on Submit Candidates and the Checkbox Create Job application on behalf of a candidate is missing.
4. Above checkbox is visible when the agent access requisition from Invitations link directly (My Client Groups -> Agency Hiring -> Invitations -> Click on Requisition)
