Goal
The Purchase Order is auto-created even if the Blanket Purchase agreement is not selected in requisition.
1. Created a Blanket Purchase Agreement for Item XXX.
2. Create a requisition for the Item XXX but did not select the BPA created above in the source agreement (keep it blank).
3.But Purchase order has been auto-created referencing the above BPA.
