Payment Methods List Not Available After One Is Selected On Create Payments Page (Doc ID 2712800.1)

Symptoms

On Payment, user selects payment method. When going to change payment method, the LOV shows same Payment Method (a particular custom pay method) repeating several times. Expected behavior is that LOV should show all existing payment methods, not just this one repeated several times. See screenshot
