Symptoms
On : N/A version, ERP Application adapters ( ERP cloud)
While deactivating ICS integration, it's not removing event subscription for sales cloud events which results all events are triggered back when it got activated again. Also fusion side fails with error.

Unable to invoke endpoint URI "https://<instance>.integration.em3.oraclecloud.com:443/integration/flowsvc/osc/<integration>/v01/" successfully due to: javax.xml.soap.SOAPException: Bad response: 503 Service Temporarily Unavailable from url https://<instance>.integration.em3.oraclecloud.com/__opcdocs/unplanned-outage-splash.html
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Deactivate an integration which has sales cloud trigger.
2. Note it fail to change the subscription back to false in publicEvents/subscription
3. Generate an event to get the issue reported.
