In Cash Management, Cannot Access Cash Balances functional area (Doc ID 2713774.1)

The following functional security policies were assigned to a user
--View Ad Hoc Payments
--View Bank Account Transfer
--View Cash Positioning and Forecasting Result

Expectation was that the user should be able to access the following tasks on Cash Balances functional area:
-- Manage Ad Hoc Payments
-- Manage Bank Account Transfers
-- View Cash Position

However, the Cash Balances functional area/icon was entirely unavailable to the users given the custom role containing the above privileges
