Consumption advice should be generated for negative inventory transaction

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a consigned purchase order, receive and deliver
2. Create a cycle count
3. Negative cycle count adjustments are generated.
4. Run the 'Create Consumption Advice' prior to billing cycle close date.
5. Navigate to 'Review Consumption Advice' task and find the consumption advice is not created for the cycle count adjustment inventory transaction.
