PDF Being Sent To Oracle Via IDR Is Not Readable (Doc ID 2714513.1)

Symptoms

The attachment to the invoice record, which pops up in the UI, is not readable.  The actual invoice data is recognized correctly via the imaging process - the issue is with the invoice ATTACHMENT

The image appeared "jumbled", with characters mixed up and special characters throughout.
