Symptoms

ACTUAL BEHAVIOR
---------------
Split option is not enabled in Process Requisitions even when the Budget is not enabled for Requisitions & Enabled for Procurement.

EXPECTED BEHAVIOR
-----------------------
Split option should be enabled for requisition when the budget is not enabled for Requisitions.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Ensure Budget is Not enabled for Requisition and Enabled for Procurement
2. Navigate to Process Requisitions & check the Split option is Not enabled.
