Oracle Cloud Hosted Unifier Environment: Cloud Administrator Account Is Not Able To View Partner Companies Or Create/Provision Some Partner Users

In an Oracle hosted cloud environment a Cloud Administrator account is not able to view Partner companies or create/provision some partner users. For example, when viewing the Manage Companies node in the Primavera Administration application, some partner companies are not listed. When trying to create or administrate users in the missing companies, the process fails.
Cloud Administrators should be able to administrate all Owner company users and all Partner company users. They should also be able to view, create and manage all Partner Companies under the Owner Company in the hierarchy.
The issue can be reproduced at will with the following steps:
- Log into the Primavera Administration application.
- Search for Partner users, some users that were know to have been created are not visible to the Cloud Admin.
- Some user updates cannot be completed successfully for some partner users.
- When viewing Partner companies in the Manage Companies node, some companies that were known to have been created at some point, are not visible to the Cloud Administrator.
