Thousands Separator Setting Is Not Being Honored In Financial Consolidation & Close Cloud Service (FCCS) (Doc ID 2715362.1)

Symptoms

On the Settings card in FCCS (accessible via the navigator under the Application heading), users have chosen an option (such as Comma or Dot) for the Thousands Separator dropdown in the Number Formatting section of the screen.  But when viewing reports/forms, the selected separator is not displayed as expected.
