Symptoms
As a Part of Gen1 to GEN2 Migration we are unable to Create OCE instance in Frankfurt region Tenancy => xyz Compartment
1. Trying to create OCE in Frankfurt region. IDCS home region is Ashburn. We get the below error even though the user is the administrator.
"OCE-121 IDCS Token Validation has failed. User is unauthorized to perform this Action"
2. Tried to create OCE in the home region and it gets created successfully.
