"Email contains non existing domain" When Creating A New User in Primavera Administration Application (Doc ID 2716421.1)

When a Cloud Administrator attempts to create new user in the Primavera Administration application there is a failure message:

User(s) Created/Modifed
0 user(s) processed successfully, 1 user(s) failed

Open "View Notifications" icon, top right of Primavera Administration page, there is a list of Notifications. Select the latest notification,  Select "Download Log".  The Log should contain something similar to the following log example:

<> Creating/Assigning Application Access for Users: 1
<> Processing User(1/1): <User Name>
<> Email contains non existing domain, Unable to create User: <User Name>
<> Unable to create user: <User Name>
<> Processing User Failed: <User Name>

The issue can be reproduced at will with the following steps:

  1. Cloud Administrator logs into the Primavera Administration application > User Administration > +Add > Enter New User Details > Complete required fields.
  2. Save.
  3. User is not created and the error log contains the error noted above.
