Error : "Too many objects match the primary key oracle.jbo.key" when saving Target Application in a Cloud Environment (Doc ID 2716611.1)

Symptoms

In Data Management for any cloud products, the target application from another instance can be added using the Cloud URL. However, after adding the Target application, when clicking the save button, below errors may occur.

Error: "ADF_FACES-60097:For more information, please see the server's error log for an entry beginning with: ADF_FACES-60096:Server Exception during PPR, #1"

Error: "Too many objects match the primary key oracle.jbo.key"

Users cannot add Target applications due to the above errors. What is the cause and how to fix this issue?
