Connection Failure Error When Adding Credit Card Payment Details (Doc ID 2716903.1)

Symptoms

On : 11.13.20.07.0 version, Customer Billing (Transactions)

When attempting to create a receivables transaction using credit card payment receipt method, the following error occurs.

ERROR
-----------------------
A connection to the server has failed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into to Fusion Applications and navigate to Receivables--->Billing-->Create Transactions
2. Create a new transactions
3. Select a credit card receipt method and the error is displayed


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users are not able to test credit card processing
