Set all countries address fields to not required.

We would like to know if there is some profile option or any other configuration that can set all countries address fields to not required, or if we need to configure the address format for each country under Setup and Maintenance > Manage Address formats?

If we need to define address formats for every country is there a way to achieve via file import?
