Import Payables Invoices not working when tax rate is 0% (Doc ID 2718655.1)

Symptoms

 Have predefined a tax rate defined with 0% percentage, Allow adhoc tax rate as Yes and Adjustment for Ad Hoc Tax amount.
 Trying to import via FBDI an invoice with the above tax rate and the line for tax amount greater than zero.
