Automatic Element entry is not created for specific employees when they meet all the eligibility criteria.
EXPECTED BEHAVIOR

Automatic element entries to be inserted post uploading data via HCM Data Loader
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configure element eligibility for automatic element entries creation
2. Upload employee records that meet the eligibility criteria.
3. Element entries are not inserted
