Symptoms

When trying to create a link to a Site Page the select list showing the pages "moves" when users attempt to interact with it.

This makes it very difficult to properly create pages.

Some users don't even notice it has incorrectly linked and now we have an "indeterminate" number of incorrect links throughout with no good way to find and fix them.
