ACTUAL BEHAVIOR
---------------
Loading Payroll Balances using HDL, not all the balances were loaded and there were no errors in the process either

EXPECTED BEHAVIOR
-----------------------
User should be able to see all the balances loaded for the employee in the same batch

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create and Load HDL file with balances;
2. Via Navigator > My Client Groups > Payroll > Submit a Flow > Select appropriate LDG > Submit Load Initial Balances process;
3. The batch was successfully imported via HDL however on validating and transferring the batch, several balances has not been initialized and no errors present, as if the line has been skipped entirely.
