On : 11.13.20.07.0 version, Data Load

Unable to import attachments with file names in non-standard languages

During conversion, we are unable to import requisition and candidate attachments via HDL when the attachment names are not in standard alpha-numeric language. we're seeing issues with languages like Russian, Arabic, or Asian languages.

Sample names that result in errors:
