On : 11.13.20.07.0 version, Data Load
When attempting to load a new Work Relationship for an existing employee via the Worker.dat HDL file, the following error occurs.

The values xxxx aren't valid for the attribute LegislationCode.
STEPS

The issue can be reproduced at will with the following steps:
1. Attempt to load a new Work Relationship for an existing employee
2. Encounter error message above
