Symptoms

Learners are loaded into a Course with the Learning Assignment Status set to Active and/or In Progress using HDL (HCM Data Loader).

After they are loaded, they are not being withdrawn from the Learning Item when they no longer match the criteria of a Learning Initiative that was setup.
