When attempting to create a New Version of 'Get Subscription Managements' in the Manage Algorithms, the following error occurs.

The request to create a new version of the algorithm for owner application Subscriptions failed. (QP-2715633)
Promote the algorithm first, and then create a new version.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Subscription Configuration > Dynamic Matrix Configuration > Manage Algorithms
2. When creating a new version (Action > Create Version) for 'Get Subscription Entitlements', the error above is displayed.

Changes

 Verified that only version 0 exists.
