When attempting to When trying to evaluate an Unrestricted life event for an employee, the following error occurs.

ERROR

The participation evaluation process didn't detect a primary assignment for the person. This error occurred in the package ben_enrollment.multi_rows_validation. Ensure that the person {PERSON_FULL_NAME} has HR assignment records on the date you're running the process.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run the Evaluate Life Event process for employee
2. Receive error

BUSINESS IMPACT
-----------------------
This isot allowing for the life event to be run for the employee.
